Dual Impetus Of New National Standard And Water Supply Regulations Drives Market Growth

Jul 22, 2026|

The sharp rise in market demand during the third quarter is fundamentally supported by clear policy momentum.

On June 1, 2026, the newly revised 《Hygienic Specifications for Secondary Water Supply Facilities (GB 17051-2025)》officially came into effect. This marks the first full revision of the standard in 28 years and introduces systematic improvements in facility configuration, disinfection requirements, water quality testing, and operation and management.

At the same time, the *Water Supply Regulations* issued by the State Council clearly stipulate that newly built residential buildings and renovated shared water supply facilities must be legally handed over to water supply enterprises for operation and maintenance. Local authorities are also requiring non-compliant pump houses to be upgraded in phases before transfer. As a result, a large number of aging pump rooms in older residential communities across the country are now reaching the point where renewal is necessary.

Supporting local policies have been rolled out quickly in many regions. At the end of June, the Fuzhou Municipal Bureau of Housing and Urban-Rural Development issued a circular stating that policy-based funds would be used to support the renovation of secondary water supply facilities in residential compounds. The Hunan Provincial Department of Housing and Urban-Rural Development requires secondary water supply renovation to be closely aligned with old community retrofits and urban renewal projects. In Fengxian District, Shanghai, authorities are emphasizing the integration of secondary water supply upgrading with urban renewal and housing renovation programs.

Taken together, these policy measures provide strong institutional support and financial backing for market growth in Q3 and beyond.
