EU PPWR Regulation Takes Effect From 12 August 2026
Aug 12, 2026| Update on Packaging Compliance for Industrial Equipment Suppliers
The EU Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) officially applies from 12 August 2026, replacing the old Packaging Directive 94/62/EC. All goods imported into the EU - including industrial pumps, valves and mechanical equipment with wooden crates, pallets, stretch film and other transport packaging - fall under this new circular economy rule.
PPWR covers all packaging materials, whether sales packaging or transport packaging used to secure machinery for shipment. Non-compliant packaging may lead to customs hold, product withdrawal, fines up to 2–6% of global annual turnover, or rejection by EU importers.
Core mandatory requirements for industrial exporters
1. Declaration of Conformity (DoC)
Each packaging type must have a signed PPWR Declaration of Conformity, supported by complete technical documentation. The DoC must confirm compliance with substance limits, recyclability grading, recycled content and packaging minimisation rules. Technical files shall be retained for 5 to 10 years after the last product enters the EU market.
2. Hazardous substance limits
All packaging must meet heavy metal limits (lead, cadmium, mercury, hexavalent chromium total ≤100 ppm). Food-contact packaging additionally enforces strict PFAS restrictions.
3. Recyclability grading & phased deadlines
Packaging must be classified with recyclability Grade A/B/C. Starting from 1 January 2030, only eligible recyclable packaging can be placed on the EU market. Further targets for recycled plastic content and reusable transport packaging will roll out step by step through 2040.
4. EPR registration for EU importers
The party who first introduces packaged goods into an EU member state is defined as the producer under PPWR and must complete Extended Producer Responsibility (EPR) registration and pay packaging waste management fees.
What this means for pump & valve suppliers?
Wooden export crates, plywood cases, pallets, plastic stretch film, strapping and foam protective packaging are all within PPWR scope. Many industrial exporters overlook transport packaging and face compliance risks.
Our team has updated packaging specifications for EU orders. We prepare full PPWR DoC and supporting technical documents for each shipment, to help our European customers meet regulatory obligations smoothly. We select minimised, recyclable packaging materials while maintaining safe protection for pumps and valves during long-distance sea transport.
