China Stainless Steel Export License Policy 2026

May 01, 2026|

Starting January 1, 2026, China will implement export license controls for stainless steel and other selected steel products, based on MOFCOM and Customs Announcement No.79. This is a genuine operational change for every stainless steel exporter. All stainless steel products listed in the official HS code catalog now require a valid export license for customs clearance. This also includes certain stainless steel grades that were previously license-exempt. The old free-shipping rule no longer applies, so exporters need to adjust their shipment schedules and fully comply with the new documentation requirements before arranging any cargo booking.

We've received many inquiries from overseas buyers worrying that this policy means China is restricting stainless steel exports.
In reality, this is not an export restriction. The core purpose is to standardize the industry and improve overall product quality. The new catalog covers nearly 300 HS codes, mainly including stainless steel sheets, profiles and finished components. The government is simply phasing out low-quality, low-margin export orders and guiding manufacturers to shift from volume-based sales to higher-value, quality-focused production.

In practice, the licensing process is far more user-friendly than most people expect. Compared with previous export control policies, the paperwork has been greatly simplified. Applications can be submitted online or through local commercial bureaus. In most cases, you only need two core documents: a formal signed sales contract and the manufacturer's quality certificate to prove compliance with international standards. The whole review process normally takes 7 to 15 working days. It requires lead time, but the timeline is stable and predictable for order planning.

The industry generally views this policy as a positive long-term upgrade. It establishes complete product traceability, reduces disorderly low-price competition, and effectively lowers the risk of anti-dumping and anti-subsidy investigations. Reliable manufacturers with stable quality and standardized compliance will become the biggest beneficiaries of this policy adjustment.

Moving forward, the industry will gradually move away from brutal price competition and invest more in high-end products, such as precision stainless steel plates and special alloy parts. For global buyers, this means more stable product quality, more trustworthy suppliers, and much healthier supply chain cooperation.

Our team will continue to closely monitor the latest licensing updates and trade policy changes. We will promptly inform all partners of any adjustments that may affect documentation or shipment arrangements.
