New Export Declaration Standards for Machining Equipment Implemented in June 2026

Jun 10, 2026|

China Customs has officially implemented new export declaration specifications for machining equipment, effective June 1, 2026. The policy applies to metal processing machinery such as lathes, milling machines, grinders and other related industrial processing equipment.

Under the new requirements, exporters must conduct a dual-use item assessment prior to shipment. Equipment subject to export control must be declared with the corresponding dual-use code and clear explanatory remarks. Even for non-controlled machinery with technical parameters near regulatory thresholds, a "not subject to export control" statement must be noted in the customs declaration to avoid inspection risks.

Customs now enforces full and accurate data submission for all declarations. All mandatory identification codes and technical descriptions must be completed accurately. Cross-border e-commerce shipments are no longer allowed to use abbreviated 4-digit HS codes; complete HS codes are required. In addition, overseas consignees' full legal names must be provided without abbreviation.

Supporting documents, including contracts, commercial invoices and technical records, must be fully prepared for customs review. Any missing or inconsistent information will result in declaration rejection and shipment delays.

For global buyers sourcing pumps and valves, please note that standard pump and valve products are not affected by this update. However, if your project shipment includes machine tools or auxiliary processing equipment, those items must follow the latest declaration standards and complete dual-use pre-screening to ensure smooth customs clearance.
