Dual-Use Items: Key Compliance Rules for Chinese Exporters
Jun 01, 2026| Many pumps and their spare parts can be covered under China's dual-use items export control list. Pump manufacturers and exporters need to complete dual-use item determination before any shipment. If a pump or its related components are identified as controlled dual-use items, exporters must secure a valid export license before customs declaration. Shipping goods without the required license constitutes non-compliance, and may lead to consequences including cargo detention, fines and administrative penalties.
Pumps designed for special operating conditions - such as high-temperature, high-pressure or corrosive media transfer - along with critical over-current components, mechanical seals and certain motor assemblies, may fall under dual-use export controls.
Before signing contracts and arranging shipments, exporters should carry out these compliance checks:
1. Verify product technical specifications and cross-reference them against the dual-use control list to complete item determination.
2. Validate end-user details and obtain the End-User Statement (FU statement) where required.
3. Submit an application for an export license if the product is confirmed to be a controlled dual-use item.
4. Retain all compliance documentation for inspection and record-keeping.
Exporters must pay close attention to both the end-use and end-user of the pumps. Exports intended for prohibited end-use applications are strictly banned, even when the pump itself is not listed within the control catalogue.
We advise pump exporting companies to establish internal export control procedures, provide regular training for sales and technical staff, and perform pre-export risk assessments on every order to prevent compliance breaches.
